They Tested the System, Not Your Institution

There's a distinction that doesn't get enough attention in higher ed technology implementations, and it tends to surface at the worst possible moment: the difference between a system that's configured correctly and a system your institution is actually ready to run on.
Both matter, and only one of them is your implementation partner's responsibility.

What Configuration Testing Actually Covers
When an implementation partner runs testing, they're validating that the system was built the way you asked for it to be built. If you requested a particular workflow or policy setup, they'll confirm it's configured as specified. That's meaningful work and it's exactly what they should be doing, but it answers a narrow set of questions. It doesn't tell you whether a student can register without hitting an unexpected wall, whether financial aid will package correctly under real volume, whether your compliance reports can actually be trusted, or whether your teams can manage the workload that hits on day one. Those questions belong to a different kind of testing entirely.
Operational Testing Is Owned by the Institution
This is the part many institutions don't fully internalize until they're already live: operational testing can't be delegated to a vendor or implementation partner because they don't own your policies, your edge cases, your staffing constraints, or the downstream effects of decisions made across departments.
They can validate product flows, moving a student through admission, enrollment, and payment in a clean sequence. What they can't do is replicate what your Registrar and Financial Aid offices actually face when a student changes their major mid-semester after already being packaged for aid based on their previous one, or what happens when billing, advising, and housing all intersect during orientation week.
Those scenarios live inside your institution, and only your institution can test them.
Why This Gap Is So Common
Operational testing is genuinely hard to organize. It crosses functional teams and technical teams, it requires someone to own the coordination, and it rarely gets formalized as its own workstream during an implementation. End-to-end testing often fills the gap on paper, but following a product flow from start to finish isn't the same as stress-testing the real decisions people make in their jobs every day, many of which were never formally documented in the first place. The activities that are hardest to find in any product design guide are often the most critical to test before go-live.
The goal of operational testing isn't to check every box. It's to protect your institution from the disruptions that are actually avoidable with enough preparation.
If 500 students can't register, that's a crisis. If one edge case gets stuck, that's a manageable problem.
